A friend and I have been discussing the issue of caring for the poor. He recently went on a missions trip to his own inner city of Wilmington, Delaware outside of Greater Philadelphia, where he worked with youth-at-risk. During the course of our discussions about caring for "the least of these" I brought up Vancouver's controversial needle-exchange, the first in North America. It opened in 1989. Then in September 2003, Insite, North America's first legal supervised injection site opened in Vancouver.

My friend just emailed me an article about a needle exchange program in Wilmington, Delaware: Missing the most at risk: Needle exchange struggles to reach blacks.
